I tried Handy Blacklist, Best Blacklist, Best Private Conversation and none of them works. Works! But costs money  I think the most convenient to use is the handy blacklist which gives you an option to add manually rejected calls into the black list. Advanced Blocker doesn't do this but gives you more granularity in when adding numbers e.g., by prefix... etc. None of those apps however would prevent your phone from ringing or flashing when someone is calling.
